Does the soft bigotry of low expectations result in socialism?

When you have a slow or disruptive student in a clroom, everyone else in the clroom suffers. The impact of always catering to the lowest common denominators amongst our society has the same impact upon our economy (productivity / growth) and often burdens the rest of society (sometimes even limiting our rights & freedoms).
