Have you seen that Bush intends to make these 'extensions' to the farmworker program WITHOUT legislation?

I just read the LA times version. Frankly I am scared to see how the presidency is trying to centralize power. Clinton put in line item vetos and Bush tried to get rid of Filerbusters. Frankly I agree that it opens room for abuse in the system. I find it funny La Raza is against the changes because they admit that loosening the rules for the H2A visa would endanger workers right. I try to get the Pro's to understand that encouraging illegal immigration would open up for labor abuse. I'm suprise parts of La Raza admits it. Of course I don't think their statement is genuine since it's better to have a poorly constructed H2A visa program than illegal immigration. At least in the H2A visa holders, they have some rights and are more willing to report abuses and better monitored by the government. I do understand farmers dislike for the visa, because Farmers don't always get approval for the visa in time for the harvest and I won't deny changes is needed to allow speedier approval. I think it's ridiculous that they are complaining that the government is watching over farmer's shoulder as a legitimate complaint.
