Peel did not want to collaborate with "extreme" parties such as the Ultras who wanted to maintain anti-Catholic legislation that was becoming increasing unpopular. Some tories wanted to "temporarily" ally with minority right-wing factions like the Ultras to increase their political numbers, but Peel wanted to establish a pure, ideological basis for a new "Conservative" party that was untainted by anti-catholicism, even if it cost him Ultra support.
